PEIS, the Parents Education Insurance Scheme, helps parents plan, save and pay for their children’s education before school costs become a crisis.
It is a parent-owned and parent-managed savings and planning system. Families work out their education costs, set savings targets, contribute regularly, and prepare for school costs before they are due.

What is PEIS?
A plan for education, built by parents
the Parents Education Insurance Scheme — is a way for parents to plan, save, and pay for their children’s school costs together — before a fee crisis forces a child out of school.
Parents come together in groups, work out the expected cost of their children’s education, set individual savings targets, and contribute toward those targets over time. The group also keeps an eye on children’s attendance and education needs, so that financial difficulties can be identified before they push a child out of school.
PEIS is designed for families with irregular incomes. It gives them a structured way to turn income earned throughout the year into money that is ready when education costs are due.

A loan. Not a grant. Not a scheme that requires donor money to run. It is a structured savings and planning system, owned and managed entirely by the parents who use it.
Since 2022, PEIS groups in Kampala have helped 421 parents save UGX 276 million for their children's school costs, locally using their irregular income.
How PEIS Works

A group of parents at your child’s school agrees to save together.

Each family works out exactly how much their child’s education will cost — fees, materials, transport — and sets a saving target.

Every week or month, each family contributes toward their target. The group holds the savings safely, manages the account, and supports members who fall behind.

When school fees are due, every family in the group has money ready. On time. Every term.

The group also watches over the children — checking that every child is attending school, that fees were paid, and that no child is at risk of being sent home.
The goal is simple: families are prepared for education costs, and children stay in school.
PEIS Enterprise
PEIS is a model. PEIS Enterprise makes it a movement.
PEIS Enterprise is the social enterprise arm of IMS — the vehicle through which PEIS is offered as a service to organisations, institutions, and governments that want to implement it in their own communities.
Through PEIS Enterprise, IMS generates sustainable income that funds its own operations — reducing donor dependence while expanding the reach of PEIS to communities and countries beyond IMS’s direct programme.

certification of an organisation’s own staff to deliver PEIS group formation and facilitation independently, using the IMS Training of Trainers Manual.

advisory support for governments, INGOs, and development partners designing community education financing strategies, drawing on IMS’s four years of PEIS implementation experience.

Pricing & Partnership
PEIS Enterprise services are priced on a cost-recovery basis — reflecting the actual investment required to deliver quality implementation support. We offer concessional rates for small NGOs and community-based organisations working in low-resource contexts. Income generated is re-invested in furthering IMS’s mission of ending school dropout and ensuring every child access education, stay and succeed in school.

IMS conducts a brief context assessment to identify the right implementation approach for your setting.
