Fredrick Kayiira
Founder & Executive Director
Fredrick founded IMS in April 2021 with a conviction that school dropout in Uganda’s urban informal settlements is solvable — not with more buildings, but with community-owned systems that work without external management. He brings over seven years of specialist experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) across HIV, education, sexual and reproductive health, children and youth, and GBV programming.
Fredrick is the developer of the PEIS and SUCCESS models and the architect of IMS’s innovation portfolio. He presented PEIS at the 2nd EAC Regional Education Conference in Nairobi, Kenya (August 2026) — the first time the model reached a regional policy platform.
Nakiganda Angella
Program Manager & Co-founder
Angella co-founded IMS alongside Fredrick and leads programme management across all four Strategic Focus Areas. She ensures that IMS’s innovations are implemented with fidelity, that communities are meaningfully engaged, and that every programme activity connects to a measurable child outcome.
Prossy Nakawuka
M&E Officer
Prossy leads IMS’s monitoring, evaluation, and learning systems — tracking programme results, maintaining data quality, and generating the evidence that drives IMS’s continuous improvement. She ensures that every claim IMS makes is grounded in data that communities, partners, and donors can trust.
